The separation of powers prevents The President from acting singularly without the consent or approval of the Legislative body; however he can enact regulation and affect executive agencies through Executive Orders. To pass legislation both chambers of the Legislative body must agree and the President must sign it. If one of these bodies disagrees or is unable to compromise then the legislation dies. In divided government this happens more often than not.
