The belief that officers will remain loyal to officers that engage is misconduct certainly is not an acceptable core value. If loyalty refers to remaining loyal to the citizens, and ethics of the profession; then yes it is part of the core values. I do believe that people holding to honesty, and integrity will maintain that form of loyalty. How would you create a culture of employees that accept change in law enforcement ?
